My 50 1/4 National cash register that is pictured in my profile picture that is very close to the 317 modal as you may know is not working still. The levers press part way down, and I tried the key to unlock it, and that wasn't the issue. It was working perfectly when the eBay seller had it, but when it arrived, it was like it was locked, and I still can't figure out what is going on. None of the indicators are up, and it won't even ring a sale, the only way to get the drawer open is the emergency release rod. Is this register out of time? HELP!

If the machine was shipped and was put on its back the key coupler (the large cast iron piece that sits on top of the keys inside the machine) may have moved and jammed all keys. These machines should always be shipped with a key half pressed to stabilise and secure the key coupler in its correct place. There is 2 ways to free it up, 1 is by putting a screw driver under it and lifting it up or 2 by pushing the revolution anti backup pawl down to allow the rack to fall back down.

So many things could have happened during transport. It is hard to say what the problem would be. I have had everything from the key coupler problem to having the frame cracked , and foreign object like glass, coins, screws, pencils, jammed in the mechanism.
Have you made sure that the counters are not in mid-reset? Did you turn the compulsory cash drawer rod? Can you take pictures of the mechanism with the dust cover removed and post them here? That may help.

I have tried to remove the counter, but the dust blockers are in the way, and can't remove them. I can post pictures, but it will take some time. I will try what you all said, and get back with you
